Dutch Ministry VROM Chooses CSS Telecom to Deploy an Avaya IP Telephony Solution

08-16-2004
  • Seamless interoperability between traditional telephony in The Hague and IP in branch offices enhances service levels and employee mobility

Avaya and its Gold BusinessPartner,

Avaya Inc. (NYSE:AV), a leading global provider of business communications software, systems and services, and its Gold BusinessPartner, CSS Telecom, have supplied the Dutch ministry of housing, town and country planning and environmental affairs (VROM) with a converged voice and data networking solution. The ministry, comprising 4,000 employees, selected an Avaya IP solution as it required a telephony system to seamlessly interoperate with its existing infrastructure in order to protect investments and allow for a phased transition to IP communications.

The new IP telephony system had to provide more functionalities and efficient central management from its main office in The Hague. The Hague operates a traditional telephony environment, and is used to maintain the existing data infrastructure, whilst other sub-locations, including Rotterdam, Eindhoven and Arnhem, are connected to the central system through IP trunking. By seamlessly integrating IP telephony at these branch offices, the ministry is now able to offer services previously only available from The Hague, like cost registration, voice mail and call centre capabilities.

The new Avaya IP environment leads to shorter queues, as the system can cope with varying workloads quickly and automatically, enabling fast service to customers, even during busy periods. Additionally, Avaya IP phones are providing the ministry's employees with more flexibility and mobility as the need to reconfigure phones when people move internally is eliminated in the new IP environment. , Employees can simply log on to any phone with a pin code, and still be reached anywhere on the same extension.

IP trunking also offers the ministry the possibility to lower internal telephony costs as employees can communicate with colleagues over a virtual private network, regardless of the connected branch office they are working in.

"We chose the Avaya-based solution, offered by CSS Telecom, because of the price performance it provided," says Ed Goldstein, project leader at the VROM ministry. "By choosing these two parties we were able to combine IP and traditional telephony, which enables us to keep using our existing data networks. We now have a central system that excels in stability, ease of management and functionality and also enhances our efficiency and reduces costs."

Harry van der Zee, managing director of CSS Telecom, comments: "We look at the optimal combination of investment protection and cost reduction for every project we undertake. At the ministry of VROM, we soon realised that the existing data network at the main office in The Hague was not ready for a complete replacement yet, and so a transitional solution integrating both new IP together with traditional telephony was the best choice. In this way, the ministry could benefit from an advanced IP solution, without the need to forklift the existing infrastructure."

The new IP solution is based on Avaya Communications Manager software with the ministry's sub-locations equipped with IP and digital phones. At the central location in The Hague, the ministry uses Avaya S8700 media servers. Branch offices in Rotterdam, Eindhoven and Arnhem are equipped with Avaya G700 media gateways with S8399 LSP media servers.

IP telephony is software-based technology that uses Voice over the Internet Protocol (VoIP) to transmit voice as data over a computer network. Businesses are adopting this rapidly emerging technology - which includes features such as call forwarding, conferencing, voice messaging and other applications - to enhance the capability of their communication network and reduce costs.
